About 617 million children and adolescents worldwide are not achieving minimum proficiency levels in reading and mathematics, signalling &#8220a learning crisis&#8221 that could threaten progress on global development goals, a report from the United Nations Educational, Scientific and Cultural Organization (UNESCO) shows.
